NV5 provided Deputy Resident Engineer, construction scheduling services and claims review and mitigation services for this complex $120 million infrastructure construction and freeway widening project. Caltrans performed the construction management. Reconstruction of the 4.5 miles of freeway in Alameda County was a shared revenue venture between Alameda County Transportation Improvement Authority (ACTIA) and Caltrans. The project doubles capacity of I-238 and includes auxiliary lanes on I-880 along with associated storm drains, soundwalls, TOX features, and access ramp improvements. Work was performed with minimum impact to local traffic and existing businesses. Special detours of traffic and services were implemented to maintain safety of the public and adjacent residents. There was coordination with the multiple agencies within the project limits. Our Deputy Resident Engineer and his staff were responsible for ensuring the project remained on schedule and within budget by actively participating in the management in addition to the oversight of the project, reviewing all NOPC’s claims and Time Impact Analysis (TIA) reports, coordinating between Caltrans and ACTIA, reviewing progress schedules and change orders, monitoring quality assurance materials testing, coordinating construction participating in progress meetings, and tracking As-Built information and plan changes.
