City of Visalia’s Plaza Drive Interchange Modification and Widening over State Route 198

NV5 provided comprehensive construction management and inspection services for the $17.8 million Plaza Drive modification project, which involved the widening of Plaza Drive Bridge over State Route 198 from three to seven lanes with sidewalks and bike lanes. Existing ramps were modified by widening and replacing asphalt with concrete paving. Four 25 to 30-feet-high Type 1 retaining walls facilitate ramp widening. Improvements were also made on the main Industrial Park access on Plaza Drive, extending the Mill Creek box culvert to widen Plaza Drive from a two-lane to a five- lane arterial. Construction included auxiliary lanes on State Route 198 and connection ramps to State Route 99. Services included contract administration, structures representative, resident engineer, inspection, utility coordination, environmental compliance, oversight of surveying, materials testing, and public outreach. Also managed implementation of the complicated 25-stage construction plans and traffic handling configurations and public outreach efforts. The project involved coordination with multiple stakeholders (City of Visalia, Caltrans, and the general contractor), and permitting agencies for work to widen the Mill Creek box culvert, including California Department of Fish and Game, Bureau of Reclamation, U.S. Army Corps of Engineers, and Kaweah Delta Water District. 2014 ASCE, Fresno Branch, Large Project of the Year; 2013 Local Motion Outstanding Economic Development Project of the Year.
