City of Visalia’s State Route 198 Overcrossing at Santa Fe Street

NV5 provided the full suite of construction management, resident engineer, structure representative, and inspection services for the $5.3 million ARRA stimulus-funded State Route 198 Overcrossing at Santa Fe Street project. The project entailed the removal of an existing steel girder railroad crossing; construction of a five-lane vehicle and pedestrian overcrossing; construction of a new, four-span precast “I” girder bridge; modifications to the intersections at Noble Avenue and Mineral King Avenue; and several architectural features such as decorative arch railings, planter boxes, and entrance towers. Project budget constraints required the implementation of several measures to control schedule and cost, including the scheduling of simultaneous surveying and testing tasks to minimize interruptions to project work, closing ramps during the day to maximize daytime work periods and minimize nighttime work shifts, thus reducing the costs of any extra work. It also allowed the contractor to be more efficient; in return, they were able to complete much of the extra work with minimal cost and no delays.
