The Los Angeles Unified School District (LAUSD) underwent the largest public works project in recent history comprised of a massive expansion and renovation of its facilities. NV5 was privileged to be part of this historic event, focused on providing safe and comfortable environments to the students and staff of the nation’s second largest school district.
NV5 maintained three master service agreements (MSAs) with the LAUSD Office of Environmental Health and Safety (OEHS) for environmental assessment services. The projects completed included historical summary reports, Phase I ESAs, Preliminary Environmental Assessments (PEA) scoping documents, PEAs, supplemental site investigations (SSIs), groundwater monitoring, methane surveys, environmental construction responses, mold surveys, removal action work plans (RAWs), remedial action plans (RAPs), remedial oversight, soil excavations, groundwater treatment, dust and meteorological monitoring, construction monitoring, and vapor barrier installations.
The NV5 team provided innovative solutions to the District by designing and implementing an on-site ex-situ soil remediation system for soils impacted by low-level VOCs. Soils were excavated from designated on site and placed in a treatment cell. The soil treatment the team conducted resulted in a ‘no further action’ letter from the regulatory authorities and the soil was re-used on-site saving the District significant costs in soil importation, removal and disposal.
NV5 completed environmental assessments, both Phase I ESAs and environmental characterizations, on over 200 separate parcels consisting of residential, commercial, or industrial properties. Agencies that NV5 successfully liaised with on behalf of the client during execution of the MSAs include the Department of Toxic Substances Control (DTSC), Regional Water Quality Control Board (RWQCB), South Coast Air Quality Management District (SCAQMD), and City of Los Angeles Fire Department. Over 100 projects of varying degrees of difficulty were delivered, from site assessments to the implementation and oversight of a very large, time-sensitive remedial actions.
All projects were delivered on time and within budget.
