NV5, under the Environmental Services On-Call contract, has been providing storm water program compliance support. Tasks include performing strategic guidance to comply with the Industrial General Stormwater Permit (IGP); the Los Angeles Sanitation North Central Outfall Sewer Connection stormwater diversion; stormwater sampling, analysis and annual reporting; annual industrial inspections at over 100 tenant facilities; and annual industrial training for Los Angeles World Airports (LAWA) and over 100 tenant team members at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY) to comply with California’s IGP. LAWA is required to perform storm water monitoring and Best Management Practice (BMP) implementation, as required under the IGP and under specific permits issued by the Los Angeles RWQCB. also has conducted on-call storm water regulatory services for IGP compliance, including development of BMPs and BMP effectiveness studies; development of a tablet-based inspection tool using ArcGIS Survey 123 and Collector platforms; performing Stormwater Pollution Prevention Plan (SWPPP) updates, analysis, sediment and erosion control plans for the LAX Dunes Habitat Area; providing technical reviews of permit amendments; development of Total Maximum Daily Load (TMDL) technical reports; preparing comments on behalf of the airport; and responding to Los Angeles Regional Water Quality Control Board (LARWQCB) inspection findings and inquiries.
NV5 has been supporting the Port of Long Beach and its maritime transportation facility and tenants for their Industrial General Stormwater Permit (IGP) and TMDL monitoring, as well as MS4 Permit compliance. NV5 has provided regulatory support, development of a consistent sampling and analysis program, development of quality assurance program plans and support to tenants during site walks and identification of potential sampling sites. The team developed scientifically defensible and cost-effective flow weighted auto-sampling methodologies, selected appropriate stormwater auto-sampling equipment and instrumentation, and developed quality assurance and quality control program guidelines. NV5 performed sampling at two MS4 outfalls during three storms per year from 2016-2018. NV5 collected samples for a complex group of laboratory analytes required by the Phase I MS4 Permit and the Harbor Toxics TMDL, including bacteria analyses. Data reports were prepared including California Environmental Data Exchange Network (CEDEN) data uploads. NV5 assisted the Port with recommendations for low impact development mitigation strategies, mitigation banking and water quality credit trading programs, TMDL comment support, and annual industrial/commercial and construction annual inspector training. NV5 is currently supporting the Port with as-needed engineering plan check services for Water Quality Management Plans submitted for Port projects.
