Anaheim Transportation Network (ATN), serving residents and visitors throughout the city of Anaheim, Disneyland and nearby communities, aims to become California’s first all-electric bus fleet. In collaboration with ATN’s project consultant, Anser Advisory, in April 2020, NV5 reviewed the possible financial incentives, such as SGIP (Self-Generation Incentive Program), available for the overall project. NV5 worked with ATN’s legal team, Cummins & White, to facilitate contract negotiations for Charge Management Services (CMS) and a Power Purchase Agreement (PPA) for a 545 kWp solar PV canopy to generate power for a Phase 1 fleet of 46 electric buses.
NV5 performed a detailed financial analysis including the costs and savings of both the CMS and PPA services and reviewed those findings with ATN to help negotiate key terms. NV5 advised the separation of CMS and PPA contracts to reduce risk and better align the terms and conditions for the two services to meet ATN’s goals. NV5 provided a detailed review of the services offered with ATN’s stakeholders, including an analysis comparing the proposed pricing and contract terms to market pricing and typical contract terms. NV5 completed all necessary work during a short time frame to ensure construction remained on schedule.
