City of Compton NPDES Monitoring and Reporting

As a teaming partner, NV5 is providing the City of Compton with as-needed monitoring and reporting to support compliance with the Los Angeles Regional Water Quality Control Board’s (RWQCB) monitoring and reporting requirements of Attachment E of the NPDES Permit No. CAS004001: Order No. R4-2012-0175 (Permit).

NV5 tasks include performing the following:

  • Project management and coordination of subcontract laboratories and coordination with client and city.
  • Preparing updates to the city’s Integrated Monitoring Plan (IMP).
  • Obtaining monitoring site permits and access agreements with Los Angeles Department of Public Works (LADPW) and Army Corps of Engineers for receiving water and Municipal Separate Storm Sewer System (MS4) outfall sites.
  • Preparation of Site Sampling and Analysis Plans and Site Health and Safety Plans.
  • Conducting wet weather and dry weather sampling at receiving water and MS4 Outfall sites, including preparation and installation of flow monitoring and autosampling equipment; field staffing and collection of samples for microbiology, chemistry, toxicity, toxicity identification evaluations, bioassessment (dry weather only), and field parameters; managing sample laboratory delivery under chain of custody protocols; and preparation of field forms, including trash assessments.
  • Assisting the City with the development of non-stormwater outfall screening and monitoring program to determine compliance with dry weather Total Maximum Daily Loads (TMDLs), non-stormwater action levels or other water quality standards or specifications.
  • Perfoming data quality assessment, data management tables, hydrogpaphs and summaries; California Environmental Data Exchange Network (CEDEN) data formatting and uploads; and delivery of draft and final annual montoring reports.
