Construction Relations and Public Affairs – Pipeline 3 Relining

The San Diego County Water Authority’s four-mile pipeline relining project involved portal sites in both high-density and rural communities, impacts to businesses and it was located within a County of San Diego Regional Park that required trail closures/detours.

The goal of the community outreach effort was to identify significant community impacts, regularly provide information and mechanisms for impacted communities to offer input to the Water Authority, develop trust and credibility, manage community expectations, avoid misunderstandings and honor commitments made by the project team.

Challenges included multiple postponements and rescheduling of nighttime and highly impactful road work due to contractor issues. NV5 overcame these issues by effectively communicating to stakeholders while maintaining the budget by using Nixle noticing; posting in the NextDoor social media platform; sending notices and emails; delivering door hangers; managing webpage updates; and communicating with and providing flyers to HOA and apartment managers.
