As the nation’s combat logistics support agency, the Defense Logistics Agency (DLA) manages the global supply chain – from raw materials to end user to disposition – for the Army, Navy, Air Force, Marine Corps, 10 combatant commands, other federal agencies, and partner and allied nations. DLA leads DoD’s efforts to supply the military services with energy solutions for mission assurance through the DLA Energy division (DLAE).
Project Details
2016 – NV5 Energy Efficiency Services (formerly Celtic Energy Inc.) began providing technical support as DOE FEMP-certified Project Facilitators to multiple DoD military installations in the U.S. and overseas, working as a subcontractor to Northrup Grumman on a DLAE contract to implement projects at military facilities.
2018 – Awarded a direct contract with DLAE to provide post-award and implementation phase oversight services on similar projects.
2019 – DLA awarded us a larger task to provide Subject Matter Expert advisory services and in-depth technical analysis for the pre-award, pre-negotiation, and post-award phases on a large number of DoD ESPC/UESC projects.
Our work with these projects is to facilitate the development of effective ESPC/UESC projects that will improve mission assurance and energy resilience, while reducing military base energy costs and carbon footprint.
Typical Energy Conservation Measures (ECMs) included:
• Pneumatic to Direct Digital Controls (DDC)
• Lighting Upgrades
• Steam Distribution Insulation
• Solar Photovoltaic Energy Generation
