NV5 has been coordinating the project development and environmental and engineering services for the proposed extension of Carolina Bays Parkway (SC 31), from SC 9 to US 17 Shallotte Bypass in southeastern North Carolina. This joint North Carolina Department of Transporation (NCDOT) and South Carolina Department of Transporation (SCDOT) coastal plain project is expected to involve the construction of a multi-lane, full control of access freeway, with a partial focus on a new location. Several preliminary alternatives up to 20 miles in length and with multiple interchange locations will be evaluated in the 54-square-mile study area. Environmental services include wetland and stream delineation, surveys for all federally protected species and their habitat, United State Army Corps of Engineers (USACE) Preliminary Jurisdictional Determination and vegetative community classification for inclusion in an Environmental Impact Statement. LiDAR and aerial imagery as well as National Wetland Inventory (NWI) and United States Geological Survey (USGS) mapping have been used to screen the alternative corridors and identify areas with highest potential for wetlands and streams. Over 1,650 acres of wetlands were delineated in this challenging environment. Shapefiles and CADD files were produced for use in roadway and bridge design, and NV5 will secure all necessary environmental permits through state and federal agencies.
