NV5 Energy Efficiency Services (formerly Celtic Energy Inc.) was selected by NCDOT as the 3rd Party Owner’s Representative for the DOT’s LED roadway lighting ESPC project. NV5 Energy Efficiency Services provided quality assurance and oversight services for NCDOT on the Investment Grade Audit (IGA) development, building and commissioning, and measurement & verification (M&V) performed by the ESCO.

IGA and contract development quality assurance. This includes oversight and verification of ESCO development of lighting audit processes, baseline roadway lighting illumination performance, utility rate analysis, utility consumption and cost baseline, lighting maintenance, repair, and replacement baseline costs, energy and cost savings calculations, maintenance savings calculations, life cycle cost analysis, financial/economic analysis, measurement and verification plan, commissioning plan, maintenance service agreement, training plan, and overall implementation plan.
Quality assurance services that are currently being provided as part of the building phase are oversight and verification of ESCO lighting design and equipment submittals, installation plan, LED lighting and control operations testing plan, post-installation LED lighting illumination performance, measurement and verification field activities for savings verification, maintenance work orders, and overall building phase project facilitation.
