NV5 prepared a Phase I Environmental Site Assessment (ESA) for a proposed solar generation facility in north Albuquerque near the Reeves Power Plant. The purpose of the Phase I ESA was to permit the user to satisfy one of the requirements to qualify for the innocent landowner defense, contiguous property owner, or bona fide prospective purchaser limitations for liability under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) to identify potential hazardous materials concerns. These limitations are referred to as landowner liability protections or LLPs. To meet this purpose, the Phase I ESA evaluated historic and current uses of the subject property according to standards established in American Society of Testing and Materials (ASTM) Standard E 1527-13: Standard Practice for Environmental Site Assessments: Phase I ESA Process. NV5 reviewed records, conducted interviews, and visited the site. NV5 also provided site survey and civil engineering services.
